On 6/23/15, President Julie B. Wise, President-elect Michael Williams, and Advocacy Chair Millie Henning met with Pennsylvania Department of Education Secretary of Education Pedro A. Rivera and Theresa Barnaby, Director, Bureau of School Leadership and Teacher Quality.
The topic of discussion was the requirements for obtaining reading specialist certification in the State of Pennsylvania. We provided the Secretary with a brief background leading up to this meeting.
We stated KSRA’s position that obtaining the Reading Specialist Certificate must be restricted to individuals who have completed a rigorous graduate program in reading, including supervised field experience and clinical practicum.
These KSRA representatives provided the Secretary with the rationale for KSRA’S position, stated the action sought from PDE, and offered our assistance.
On January 14, 2015, PDE adjusted its policy restricting the test only option to holders of certificates from programs that, in its view, provided considerable preparation in reading. We are appreciative of this moratorium and are asking KSRA members to send letters or emails to Secretary Rivera expressing that appreciation.
